Critical Update for Entrepreneurs: Changes to the Start-Up Visa Program
On December 19, 2025, Immigration, Refugees and Citizenship Canada (IRCC) announced new measures affecting the Start-Up Visa Program under the 2026–2028 Immigration Levels Plan.
Effective December 31, 2025, IRCC stopped accepting new Start-Up Visa permanent residence applications, except for applicants who received a valid commitment from a designated organization in 2025 and have not yet applied.
These measures are part of IRCC’s transition toward a new targeted entrepreneur pilot program, expected to be announced in 2026.
